Description:
The application-specific permission settings do not grant
Local Activation permission for the COM Server application with
CLSID {BA126AD1-2166-11D1-B1D0-00805FC1270E}
 to the user NT AUTHORITY\NETWORK SERVICE SID (S-1-5-20).
This security permission can be modified using the Component 
Services administrative tool.

This error relates to the "Network Connection Manager Class" also referred to as "netman".

To fix go to:
Start > Run > type "dcomcnfg"

Component Services > Computers > My Computer > DCOM Config > netman

Right click netman and choose properties. Then choose the security tab. Click the top "Edit" button in the "Launch and Activation Permissions". Add the network service account and check all for "Allow" boxes. Then click ok twice and close the remaining window.
