windows 10 .exe executable will only run in safe mode

This software was awesome and saved me when nothing else seemed to work.

Not sure what happened, but either a corrupt upgrade of Windows 10 1709 or damage from a virus, but .exe executable files would only execute in Safe mode, not in normal mode.

I googled and tried many repairs. Only this one worked:
