Microsoft Excel Window Slow to Restore, Minimize, or Maximize

Problem:
Microsoft Office Excel 2002 and 2003 is slow to restore, minimize, or maximize the window when page breaks are enabled. This is especially obvious immediately after using the "Print Preview" function of excel. This is because Excel has to interact with the print driver to determine where a page break should be displayed.

Solutions:

If you do not need the page break feature, disable it: Tools > Options > View, uncheck "show page breaks"

If you need the page break feature, then set your default printer to a printer with a more responsive driver. You can determine this by trial and error.
