If you get this error:
Windows Telephony Warning - The telephony device has been removed. Please exit the program and restart.

You need to restart your computer and if you are using an external modem you should power cycle it. This normally happens with the state of an internal or external analog modem connected to the computer changes. ProComm has trouble identifying these changes. In my case ProComm Plus was using the wrong modem. I just had to disabled the wrong modem and then reboot. Then inside of ProComm I had to select the correct modem.
